PROBLEM TO BE SOLVED: To provide an information recorder, etc., which can code the information to be recorded two-dimensionally and with higher information density.;SOLUTION: An input information dividing means 11 divides input information consisting of arranged bits into each information bit by making 2 bits as the information bit. A recording bit string generating means 12 and a basic block generating means 13 generate a coded block of 22 bits in which only bit correlated to the value of the information bit is set to 1 among the 22 coded blocks as a basic block, based on the information bit. An expansion basic block generating means 14 generates a coded block of 33 bits in which only the bit located in a position being 1 when the basic block is arranged in one predetermined corner is set to 1 among the 33 coded blocks as an expansion basic block for each generated basic block.
