PROBLEM TO BE SOLVED: To provide a high efficiency heat radiation panel capable of saving energy, making temperature of a panel surface reach a setting temperature in a short period of time, excellent in handling properties, for example, a vacuum heat insulating material is not stuck and broken even in the case of installation at a work site, and easy to install.;SOLUTION: The high efficiency heat radiation panel 7 has a structure that a hot water pipe 8 as a heat generation means, the vacuum heat insulating material 10 consisting of a plurality of core materials respectively provided in independent spaces and attached on a back surface of the hot water pipe 8 and a protection material 11 of the vacuum heat insulating material 10 are integrated. Hence, when conducting installation work at the work site, even if there are a foreign material at the site and defect of handling, break of the vacuum heat insulating material 10 is restricted by the protection material 11.
