PROBLEM TO BE SOLVED: To provide a moving picture re-encoding device capable of generating correct encoded data with reproducibility by light-load simple processing when encoded moving picture data are converted or edited.;SOLUTION: The moving picture re-encoding device is equipped with a decoding means 12 of decoding frames of a moving picture from an encoded bit stream, a frame selecting means 15 of selecting frames to be re-encoded out of the decoded frames, and an interval reporting means 13 of calculating a frame interval from a re-encoded frame to a frame to be re-encoded frame next after the frame is re-encoded and reporting the calculated frame interval to the decoding means 12. The decoding means 12 decodes the bit stream for a time based upon the reported frame interval after being informed of the frame interval by the interval reporting means 13.
