PROBLEM TO BE SOLVED: To easily fit a bag body to a segment by folding up a bag made of cylindrical cloth, fitting a coated bag body, and forming press-in ports for forcedly feeding filling material into the bag body penetrating through the segment main body. SOLUTION: A bag body 4 is fitted into a recessed part 3 formed on the back of a segment main body 2. The bag body 4 is provided with a cylindrical bag 5 made of cloth of the same degree as the segment main body 2 or larger than it, the bag 5 is flatly folded up in the width direction and the lengthwise direction, the folded state is held on the face exposed to the back of the segment main body 2 of the bag 5, and coating of plastics easily breakable is executed. Port parts 9 of small diameter to be the press-in port of filling material are formed on both ends of the bag 5. The bag body 4 can be handled separately from the segment main body 2, the segment main body 2 is also only formed with the recessed part 3 so as to simplify the construction, and by fitting and fixing the bag body 4 to the recessed part 3 at site, the segment 1 can be simply formed.
