PPROBLEM TO BE SOLVED: To stably supply gas for using as fuel to a plurality of whole fuel cells and prevent the clogging or corrosion of piping for gas supply when the plurality of fuel cells are used in a prescribed region. PSOLUTION: A reformer 3, piping networks 5, 8, 34, 35, 36, and a tank 9 are installed. The reformer 3 produces reformed gas by reforming a mixture raw material containing fuel and first water. The piping networks distribute the reformed gas to a plurality of fuel cell system 21. The tank 9 houses second water condensed from the reformed gas in the piping networks. The second swater is reused as the first water. The piping networks circulate the reformed gas and at the same time may distribute the reformed gas to the plurality of fuel cell system 21.
