PROBLEM TO BE SOLVED: To perform issuing processing for making an electronic module mounted to a portable telephone function as a credit card from a remote place.;SOLUTION: An electronic module attached to a portable telephone when the portable telephone is sold, and an initial key is stored in the electronic module. When a user who has purchased the portable telephone applies for credit, and then performs access to a predetermined server by using the portable telephone, issuing processing from a remote place is executed to the electronic module. Also, member ID and passwords inputted by the user are collated (S1), and ID unique to each electronic module is confirmed (S2). Then, the initial key is authenticated (S3), and when the authentication has been successful, a performance key is transmitted under encryption/authentication processing using the initial key, and the initial key is rewritten to the performance key (S4).
