PPROBLEM TO BE SOLVED: To provide a simple medium use management system which permits use of only simple mediums preliminarily confirmed by a client, to prevent information leakage. PSOLUTION: A management server 1 collects simple medium information from a simple medium 3 loaded to a loading part (11) and selects a client 2 permitted to use the simple medium 3, to collect client information (12) and generates an authentication key on the basis of simple medium information and client information (14) and stores the authentication key in the simple medium 3 (15). The client 2 collects simple medium information from the simple medium 3 loaded to the loading part (21) and collects management data and client information (22 and 23). A client authentication key is generated on the basis of simple medium information and client information (24), and the client authentication key and the authentication key are collated , and read/write processing to the simple medium 3 is permitted (25) in the case of coincidence between them.
