PROBLEM TO BE SOLVED: To provide a line connecting device or the like capable of efficiently monitoring the operating states of a line connecting device provided on a subscriber side and a line connecting device provided on a provider side without disturbing leased line service provided to the subscriber.;SOLUTION: A path for data transmitted from a network to a leased line is sequentially provided with a buffer part 21a and a flow control buffer 23. A buffer monitoring part 27 monitors a data amount temporarily stored in the flow control buffer 23 and makes a PAUSE packet generating part 38 generate a PAUSE packet for stopping a data output of the buffer part 21 when the data amount becomes a prescribed threshold or more. A buffer control part 21c and a control part 30 monitor a data amount of the buffer part 21a and make a short packet generating part 28 generate a short packet for notifying an opposite side line connecting device of a congesting state when the data amount becomes a predetermined threshold or more.;COPYRIGHT: (C)2003,JPO
