PROBLEM TO BE SOLVED: To provide a cooperative type inference device and a method capable of efficiently executing inference while changing organizational structure among agents. SOLUTION: In the case of forming flat relation exerting no influence upon other means among respective problem solving means 2a to 2c, each of the means 2a to 2c selects strategy C for executing processing independently of other means. In the case of forming master-slave relation among the means 2a to 2c, the means 2b e.g. selects strategy D for acting as a master means and the other means 2a, 2c select strategy E for acting as slave means. Thus the dynamic change of organizational structure to be a correlation format among respective means 2a to 2c is attained by the autonomous operation and cooperative relation of respective means 2a to 2c. Since the necessity of a centralized monitoring mechanism and the concentration of calculation load and communication load due to the mechanism can be evaded, efficient inference can be attained while changing the organizational structure among respective agents.
