PROBLEM TO BE SOLVED: To provide a system avoiding the congestion of systems while including a pseudo case as well by reducing a retransmission quantity even when any one of transmitting side and receiving side devices does not have a response function with additional information.;SOLUTION: In the configuration that just any one of the transmitting device and the receiving device does not have the response function with additional information, a gateway SG equipped with a buffer for temporarily storing transmitting data, a temporary response packet preparing means for returning a response with additional information and a communication establishment/end processing means is provided between these transmitting device C1 and receiving device C2 and when the receiving device does not have the response function with additional information, transmitting/ receiving with the transmitting device having the response function with additional information is started/ended by the buffer, the temporary response packet preparing means and the communication establishment/end processing means.
