PROBLEM TO BE SOLVED: To provide a character reader, a character reading method and a computer readable information storage medium where a character reading program is recorded for binarizing the description included in each field of a slip under various conditions in terms of colors when the slip is read and binarized or recognized. SOLUTION: A slip is divided into pixels and fetched in a color by means of photoelectric transfer. At the same time, a point is designated in a color space and the projection value is calculated to binarization axis of every pixel that is fetched with a straight line passing the designated point and the original point of the color space defined as the binarization axis. Then the projection value is binarized by the prescribed threshold and the image obtained by this binarization is processed. Thus, the slip is binarized with a specific color standard by designating a point in the color space.
