PROBLEM TO BE SOLVED: To maintain high security by reading data pre-encoded in tickets from the sheets of the tickets cut at the time of issuing and only when judging this data to be correct, executing writing operation so as to encode data to issue the ticket. ;SOLUTION: A rolled magnetic recording sheet is cut to the sheets in a size corresponding to desired tickets and next whether pre-encoded data recorded in the pre-encode track 2 of a magnetic recording sheet 1 coincides with previously fixed data is collated. As the result of collation, pre-encoded data is confirmed to be true, magnetic information similar to that given to normal tickets is written as an encode track.
