PPROBLEM TO BE SOLVED: To provide an image generating device with leakage preventive measures capable of performing TEMPEST (transient electromagnetic pulse surveillance technology) measures that can generally be used at a low cost and implementing a leakage preventive measures for an image having various fineness. PSOLUTION: This image generating device with leakage preventive measures is provided with a receiving part for receiving original image information representing an original image being an image to which leakage preventive measures are applied and image fineness information being information on image fineness, a control part for calculating a leakage preventive measure parameter being a parameter for determining a leakage measures processing means on the basis of the image fineness information, and an image generating device main body with leakage preventive measures for calculating image information with leakage preventive measures representing an image with leakage preventive measures to be obtained by applying leakage preventive measure processing to the original image on the basis of the leakage preventive measure parameter.
