PROBLEM TO BE SOLVED: To decrease the amount and the volume of sewage sludge incineration ash, efficiently utilize the treated ash as a resource, provide a solid matter with high strength and scarcely eluting acids, heighten the plasticity of clay-like substance at the time of kneading, make it easy to adjust the curing speed, and improve the processibility at the time of a kneading work and a forming work. SOLUTION: Iron oxide or manganese dioxide is added to an incineration ash of sewage sludge generated by using a polymer flocculant, an acid-mixed solution produced by mixing an acid and water and keeping the mixture at room temperature or lower is further added to the incinerator ash mixture, the resultant mixture is kneaded while being kept at room temperature of lower, and the obtained clay-like substance is formed. Concretely, 9-15 cc of a 97% concentration sulfuric acid, 25-45 cc of water, and 1-3 g of iron oxide or manganese dioxide are added to 100 g of incinerator ash of sewage sludge generated by using a polymer flocculant and the resultant mixture is kneaded by an open type grinding and kneading apparatus.
