PPROBLEM TO BE SOLVED: To provide an object extracting system and method and its program capable of further improving the reliability of the extraction of an object. PSOLUTION: An object extracting device 101 configuring an object extracting system 100 divides an area by an area dividing part 111 by using colors, luminance or textures or the like as references, and calculates the moving vector of each area by a movement calculating part 112, and calculates the similarity of the movement of each area by a similarity calculating part 113. A similarity storing part 114 stores the results across a plurality of frames so that even when any temporarily similar movement is detected, an integral validity/invalidity judging part 115 can correctly judge the integral validity/ invalidity of the areas. Thus, it is possible to increase the reliability of the extraction of the object.
