PROBLEM TO BE SOLVED: To provide a surface rainfall operation device or the like for obtaining a local surface rainfall strength accurately and in detail based on observation data in the sky even in the case of being influenced by wind or the like. ;SOLUTION: A rainfall advection vector operation part 12 obtains a plurality of pieces of rainfall strength information from the past to the present from a rainfall strength input part 10 and a rainfall strength storage part 11 and obtained a rainfall advection vector based on them. A fall speed operation part 14 estimates the average fall speed of a rainfall particle for every lattice according to rainfall strength information that is inputted from the rainfall strength input part 10 and hence a fall time operation part 15 obtains the average fall time of the rainfall particle. A horizontal amount-of-travel vector operation part 16 obtains the average horizontal amount of travel of the rainfall particle based on a rainfall advection vector that is obtained by the rainfall advection vector operation part 12 and the fall speed operation part 15. A surface rainfall strength operation part 17 obtains a surface rainfall strength based on an amount-of-travel vector in a horizontal direction and the rainfall strength information that is stored at the rainfall strength storage part 11.;COPYRIGHT: (C)2000,JPO
