PROBLEM TO BE SOLVED: To reduce any random estimation error, and to improve reliability by estimating moving amounts with the use of pixels included in an oblique body on a time space constituted of the two-dimensional block in a spatial position with consideration given to continuity of plural frames with respect to time. ;SOLUTION: A moving image signal whose moving amount is to be estimated is supplied to an oblique body block extracting circuit 1, and an oblique body block is extracted from the moving image signal. In an arithmetic circuit 2 for matching evaluation function value, the differential sum of each pixel value is calculated between; a first oblique body block Φ whose spatial position is (x, y) with the (n)th frame as a center and which is extracted from the oblique body block extracting circuit 1; and each oblique body block in a preliminarily determined retrieval range with the (n-1)th frame as a center. A movement estimating circuit 3 estimates a moving vector by using an evaluation function obtained by using the arithmetic result of the arithmetic circuit 2 for matching evaluation function value as a parameter.;COPYRIGHT: (C)1998,JPO
