PROBLEM TO BE SOLVED: To prepare a learning character image of low quality in a range allowed to be identified by human observation. ;SOLUTION: A learning image preparing part 3 sets up n pieces of binary thresholds between a blurred image preparing threshold and a distorted image preparing threshold. The size of n pieces of images obtained by binarizing a malti-valued character image by n pieces binarizing thresholds is compared with that of an optimum binary image obtained by binarizing the multi-valued character image by an optimum binarizing threshold, and when both the sizes are not sharply different, the character image is adopted as a learning image.
