PPROBLEM TO BE SOLVED: To provide a system for directly forecasting a wide-area earth-flow disaster from wide-area weather data. PSOLUTION: The wide-area weather data are inputted by an input means 110. In response to the input, a determination means 120 determines whether or not the earth-flow disaster/a disaster in mountainous region occurs in a wide forecasting target area (an area almost equivalent to an area of a prefecture) after time in a range from about half a day to about a day, by means of an analysis using a neural network learning from past weather data and disaster data, or a multiple discriminant analysis using the past weather data and the disaster data.
