The device comprises a casing in the form of compact structure shaped as a pyramid, which houses an emitter and contains an aerial-amplifier. Casing (1) of the pyramid is made of a mixture of polyethylene low-pressure and Shungit powder taken in ratio 3:2. As an emitter Shungit powder filling the casing (1) is used, and as aerial-amplifier - capsule (3) made of quartz glass out of which the air has been drawn out. Capsule (3) is found in the upper one-third part of the casing (1) of the pyramid.
