Crosslinked matrix for promoting meningeal tissue growth to replace damaged meningeal tissue, the matrix comprises: a certificate certified collagen prepared by a procedure to get a free physiologically acceptable collagen effective amounts of active prions, and active pores with a diameter of 10- 500 microns to allow the meningeal tissue growth to infiltrate said matrix, being said substantially free matrix non-collagenous proteins and adapted to establish contaco with said meningeal tissue damage to promote meningeal tissue growth through said matrix and reabsorption wherein said certified process comprises: cleaning extraneous matter from a native source of Type I collagen; washing the material containing said collagen subjected to cleaning; crushing said material containing collagen washing: digesting said material containing comminuted collagen with an enzyme proteolíticapara substantially remove impurities elastin and non-collagenous impurities which can cause antigenic activity and to swell said collagen; inactivating said proteolytic enzyme; washing said material containing collagen enzymatically digested to substantially remove excess enzyme and non-collagenous protein impurities; alkalinizing said collagen containing material to a pH of 13 to 14, at a temperature of 25oC to 30oC for a period of approximately 35 to 48 hours, to substantially remove contaminating glycoproteins and lipids; neutralizing said collagen containing material alkalized with an acid; washing said neutralized collagen containing material; acidifying said collagen containing material neutralized to pH of washing approximately 2 to 3 to further swell said material, wherein said acidifying does not use an acid that causes substantial cross-linking collagen; homogenizing dichomaterial containing acidified collagen; filtering said homogenized collagen containing material to remove unswollen of collagen fibers and collagen materials; collecting said filtered collagen fibers for use in said matrix.
