A plate of high thermal conductance coated with a hydrophilic film so as to have an enhanced wettability is cooled, thereby condensing moisture of atmospheric air on a surface of the plate of thermal conductance and consequently forming attached water. There is provided a scooping function for scooping up any attached water on the plate of thermal conductance in the stage during an increase of the amount of attached water and prior to saturation and in the state of a thin water film having little tendency to re-evaporate due to the action of physical properties of water. By exertion of the scooping function, a large amount of water is collected from moisture of atmospheric air.
