A line multiplexing system provided can perform multiplexing-isolating operations of voice packets on an IP network, even in case a user aggregate network composed of a plurality of user networks is connected with the IP network through an access line. A user aggregate network (10) comprises an IP baseline multiplexing device (23) for establishing a first PPPoE session with an access server (31) of an IP network (60) and for transmitting a multiplexed voice packet multiplexed from a user network (11), to the first PPPoE session. A user network (11A) includes a router (16A) having a function to constitute a frame so as to establish a second PPPoE session with the access server (31) and so as to transmit an IP packet from a device in the user network (11A), in case it is an ordinary IP packet, to the second PPPoE session, and, in case it is a voice packet, to the IP baseline multiplexing device (23).
