ROUTER SELECTION METHOD, HOME AGENT DEVICE, MOBILE ROUTER, AND MOBILE NETWORK SYSTEM

An arbitrary mobile router (3-1, 3-2, 3-3) or a terminal (4) reports a policy indicating the selection principle of a mobile router inputted by a user to a home agent device (5). Relay setting information is created according to the policy information reported to the home agent device (5) and the characteristic information on the mobile routers (3-1, 3-2, 3-3) and transmitted to the respective mobile routers (3-1, 3-2, 3-3). The relay setting information judges whether to relay the packet destined to an external network (1) received by the mobile routers (3-1, 3-2, 3-3)to the external network (1) or transfer it to the same network and decides the transfer destination when transfer is performed. The respective routers (3-1, 3-2, 3-3) relay the reception packet according to the relay setting information, thereby realizing a communication reflecting the desire of a user.
