Provided are a tracking object image extracting unit (2) for extracting a tracking object image subjected to tracking from an image shot by a monocular camera (9), a two-dimensional deviation calculating unit (6) for calculating as an actual moving distance the inter-frame moving distance of a tracking object image, a two-dimension plane projection unit (3) for generating a projection image formed by projecting on a two-dimension plane a three-dimensional model formed by three-dimensionally representing an object shot by the monocular camera (9), a fine movement generating unit (4) for calculating as an estimated moving distance the inter-frame moving distance of a projection image, and a three-dimensional deviation estimating unit (7) for estimating the three-dimensional moving distance of a tracking object based on the actual moving distance and the estimated moving distance.
