A method and an apparatus for encoding and decoding an intra-BL prediction mode video signal by selectively applying intra coding are provided to improve a compression rate using similarity existing in information of sub-blocks in a macro-block coded with intra-BL prediction. A method of encoding an intra-BL prediction mode video signal by selectively applying intra coding includes a step of differentiating an input frame and a base layer frame calculated from the input frame to obtain a residual signal, a step of intra-coding the residual signal, and a step of generating an enhancement layer frame including the coded residual signal.
