The present invention is to provide a method for producing high performance permeable polymer concrete for paving and driveway paving, which has superior permeability, strength characteristics, and durability, compared to existing paving permeable concrete structures through recycling of recycled concrete, fly ash, and silica fume. Portland cement or blast furnace slag cement, 5 ~ 8mm, 5 ~ 13mm crushed stone and waste concrete recycled aggregate, acrylic polymer or rubber polymer. Ash is used in the range of 5-30% by weight and 0-30% by weight for the binder, and 0.2 ~ 2.0% by weight of the reinforcing steel fiber or polypropylene fiber for the binder to secure the bending toughness and crack resistance. Or by mixing 0.5 ~ 3.0% by weight of high fluidizing agent to improve fluidity 8 ~ 25%, the water-binder ratio is prepared by a 20 to 30%.;Waste concrete recycled aggregate, permeable pavement for road and driveway, fly ash, silica fume, blast furnace slag cement, reinforcing steel fiber, polypropylene fiber.
