PURPOSE: An exercise appliance with double rotating plates and a method for controlling the operation of the appliance are provided to maximize exercise effect of the ankle, knee-joint, and waist of a user. CONSTITUTION: The waist exercise appliance comprises a base(30) having an upwardly protruding fixed post(20) to which a handle(10) is installed, a control box(40) which is mounted between the handle and the post and is provided with an on/off switch, and rotation strength adjustment buttons, first and second rotating plates(51,52) formed at an upper surface of the base, which rotate forward or backward in opposite directions in a state that they are engaged with each other, and a driving device mounted inside the base.
