The system includes a basic reinforced concrete rod frame support skeleton (8) or framework that is earthquake, subsidence, and tornado resistant and includes structural members, such as ribbed floors (15), bevels (16), basement walls, etc. The framework is integrated with a ventilation system with energy saving as well as energy storage, recovery, and transfer characteristics. The framework is also formed with opposite acting hollow spaces or cavities and may include modular parts (2) mounted to the building structure walls (2). Artificial insulating materials for the ventilation system may be added to the framework. The system may also be added with computerized climate controls.
