The system has an angle bracket (3) with a plastic tube and two legs lengths, where one of the length is bend up to a specific angle. A rotator is provided at a cut surface of the bracket, and a buoy (1) is fastened at both ends of the bracket along with the rotator. A rod (4) rises through a buoy (2). The bracket and the rod are connected by a connecting cord. A gap between the rod and bracket is adjusted by the length of the tube.
