A pair of releasable fixing mechanisms (32), each comprising of a clamping post (34) and a clamping latch plate (36), is engaged to a lower plate (20) of an actuator (14) in a flap raising device (10). The fixing mechanisms hold the flap raising device in place during non-operation, and are opened only to allow flap raising operation when the actuator is driven. The raised flap reduces collision energy between the vehicle and e.g. pedestrian.
