The electrodes (1) have similar and different length and are regularly and/or irregularly arranged to each other on the surface. The substrate (2) controls over electrical conductive paths and the electrode controls over an internal electric line developed from a wire, band or foil. The electric wire consists of gold, platinum, aluminum, copper, iridium, palladium, and stainless steel or alloys of these metals. The electric line of the electrode is isolated with a non-electrical conducting capillary with outside diameter of 1000 mu m. The end of the electric line is connected with the substrate and/or the conductive path by mechanical connection, solder joint, electrically conducting adhesive, welding joint and bonding process. The microcapillary: is made from metal, ceramics or glass, polyamide, polytetrafluoroethylene, polyetheretherketone, polymethylmetacrylate, PVC or silicone; is provided with an opening; has coatings such as epoxy resin, glass, parylene or diamond; is filled with a neurotrophin and growth factors; and consists of metallic cannula, which is coated with polyimide, polytetrafluorethylene, polyetheretherketone, polymethyl methacrylate, PVC or silicone. The electrode is fastened: with an adhesive or casting resin on the substrate; and in an opening in the substrate. Epoxy resin, silicone, polyamide or liquid glass is used for the reinforcement of the electrode. The end of the wire (length of 10 mu m) protrudes out over the capillary edge. The wire is coated with iridium oxide, tin, platinum black, platinum gray, nano-tube or other fractal coating. The electrodes are developed by 257 electrodes on the substrate. The substrate: has a rectangular or round shape; possesses a free forming; and is provided with a container filled with a liquid. An independent claim is included for device for filling electrodes.
