A battery (12) is connected to a printed circuit board (PCB) (10) on which a control switching unit (7) is mounted. A microcomputer (2) mounted on the PCB controls the control switching unit in a pulse width modulation (PWM) control mode such that current equal to a predetermined current value is supplied to an engine (13). The microcomputer lowers the predetermined current value if the voltage of the battery exceeds an upper limit.
