Ink cartridge filling device has an injecting pipe (20) with two connecting pipes (21, 22). An ink storage container (30) has an opening with a plug (31) including an ink discharge opening and a ventilation hole. An injecting needle is struck into the discharge opening, and is connected with a capillary tube. Ink is injected into the container due to capillary effect from the ink discharge opening to an ink cartridge by the needle and the injecting pipe.
