The exposed concrete cone (5) has a frusto-conical cone section (5.1) with a solid conical ring of PVC at this section. A seal (10) on the larger end side (5.1.2) of the frusto-conical section fits in a ring groove (9) and surrounds a full-length opening (6) in the cone through which the tension rod (7) is fitted.
