The machine has a rotor which is constituted of two symmetric horizontal disks and that supports inductive coils or permanent magnets applied on their outer circumferences. The disks are reunited and spaced from the height of a blade by a central axle maintained vertical to its ends. The disks support three blades (6) between them, where the blades are oriented with respect to the direction of a fluid.
