A solid water-in-oil emulsion comprises either an aqueous phase emulsified in a fatty phase, and at least one silicone surfactant having at least one polyhydroxylated chain; or an aqueous phase emulsified with at least one surfactant in the fatty phase, and at least one 8-22C alkyl dimethicone copolyol. The fatty phase comprises at least one ester oil and at least one wax.
