The retarder has a rotor (15) with a shaft (16) rotatably mounted inside a stator and integrated in rotation with the shaft. The shaft has grooves (161) to fix the rotor on the shaft. The shaft has two axially opposite ends intended to be connected to a driving source and to a load. The rotor has two magnetic parts (151, 152) that are identical and symmetrical in nature. Independent claims are also included for the following: (A) a motor vehicle equipped with an electromagnetic retarder (B) a test bed for testing a rotating machine comprising a load constituted by an electromagnetic retarder.
