The base has an anti-submarining crosspiece (3) carried by the front of a movable frame (4) comprising at its rear part a support plate (7). The frame is rotatably mounted around a transversal axle (8). The frame has two slugs (10A, 10B) cooperating with slots, to permit the rotation of the frame during a frontal impact, only when the plate is subjected to inertial stress of a passenger, greater than a preset value. An independent claim is also included for a motor vehicle comprising a seat base.
