The starter has a shock absorption mechanism (5) with three shock absorption units (50), an electromagnetic clutch disposed around the mechanism, and a torque limiter. The units made up of synthetic rubber are respectively inserted into the division spaces between two adjacent cages among the cages (51, 52, 54), so that the units are compressed in a circumferential direction by projections to absorb shocks. The electromagnetic clutch establishes or interrupts a connection between an output shaft (3) and a speed reduction mechanism (6). The torque limiter absorbs a high torque transmitted between an electric motor (2) and a pinion (4).
