The device has a movable unit (40) mounted on a fixed unit (30) in normal usage condition, where the fixed unit penetrates into the unit (40) to form a single assembly. A system maintains the fixed unit in position. The unit (40) moves with a tube-body (2) and a steering wheel with respect to the fixed unit, towards front of a vehicle in case of impact, while absorbing required energy to be dissipated by energy absorption units (61, 62). The fixed unit maintenance system has two locking units and two steering racks.
