PPROBLEM TO BE SOLVED: To provide a gasification technology using supercritical water effectively forming fuel gas such as methane and hydrogen from biomass. PSOLUTION: The system comprises a pretreatment apparatus 40 treating the biomass with hot water under a predetermined temperature and pressure in the presence of a non-metallic catalyst, and a fluidized-bed reactor 60 subjecting the biomass slurry with the non-metallic catalyst obtained by the hot water treatment to a hydrothermal treatment under a predetermined temperature and pressure, and the fluidized-bed reactor 60 comprises an inlet introducing the slurry from lower part, an outlet discharging generated gas, ashes produced by the hydrothermal treatment and the non-metallic catalyst and water from upper part, fluid medium forming fluidized-bed in the reactor by the introduction of the slurry, and a dispersing section dispersing the slurry introduced at the lower part of the fluidized-bed, wherein a shape is constituted into such a shape that the fluid medium is not discharged out at the introducing rate of the slurry.
