PPROBLEM TO BE SOLVED: To perform easy and sure insulation deterioration diagnosis, even with respect to a power cable to which an apparatus for transmission/distribution is connected. PSOLUTION: An alternating-current power source 111 and a rectifier 113 are connected to a measuring object cable 20 which is a measuring object of insulation deterioration diagnosis, and an alternating voltage from the alternating-current power source 111 is half-wave rectified and applied. Then, the measuring object cable 20, to which the half-wave rectified alternating voltage is impressed, is grounded. Thereafter, the alternating-current power source 111 is connected to the measuring object cable 20, after being grounded, and an alternating voltage is impressed from the alternating-current power source 111.
