PPROBLEM TO BE SOLVED: To provide an interpolation frame generating apparatus capable of generating an interpolation frame with high accuracy by detecting a correct motion vector. PSOLUTION: The interpolation frame generating apparatus includes: a region determination means 102 that determines whether or not corresponding regions are coincident with each other in a first reference region in a first reference frame and a second reference region in a second reference frame which correspond to an interpolation region in an interpolation frame; a coincident motion vector provision means 104 that provides a motion vector calculated for the interpolation region with respect to a coincident region in the interpolation region corresponding to a coincident region between the first and the second reference regions; a dissident motion vector determining means 106 that determines a dissident motion vector provided to a dissident region in the interpolation region corresponding to dissident regions between the first and the second reference regions on the basis of the interpolation region around the dissident region in the interpolation region; and a motion compensation means 108 that generates an interpolation frame on the basis of the coincident motion vector and the dissident motion vector.
