PPROBLEM TO BE SOLVED: To instantaneously obtain an evaluation result of the mutual balance of an operation situation of energy and an operation situation of comfortability in a building. PSOLUTION: The profit and loss sum of energy is determined from a sum reduced value of an actually used amount, and a sum reduced value of a target amount to be used of energy during an evaluation object period, and divided by the sum reduced value of the target amount to be used to determine a profit and loss ratio of energy. The quality of the employment situation of energy is determined from the profit and loss ratio of energy. The profit sum and the loss sum of comfortability during the evaluation object period are determined, and the profit sum and the loss sum of comfortability are determined by subtracting the loss sum from the profit sum. The quality of the employment situation of comfortability is determined from the profit and loss sum of comfortability. The evaluation result is provided by combining quality determination results of the operation situation of energy and the operation situation of comfortability, and selectively displayed in one of quartered areas S1-S4 (a selected area is turned into orange).
