PPROBLEM TO BE SOLVED: To provide a fuel body for fuel cell suppressing diffusion due to volatilization of fuel in a fuel mixture, having excellent handling performance and safety, as well as a high power generation efficiency, to provide its manufacturing method, to provide an extraction method of fuel from the fuel body for fuel cell, to provide a fuel cell exhibiting excellent performance using the above fuel body, to provide a fuel cartridge for fuel cell, to provide a cellular phone, and to provide a portable computer. PSOLUTION: In the gelled fuel cell in which a gelling agent is mixed in a volatile fuel and the fuel is made capable of reliquefaction by the action of a reliquefying agent, an outer covering portion (22) is formed on the outer surface of the gelled fuel (21) to make the fuel body for the fuel cell (20).
