PPROBLEM TO BE SOLVED: To provide a method of impartially connecting a speech to many more subscribers in a time of disaster. PSOLUTION: A speech restriction apparatus for restricting a speech inside an area is characterized in to include: a means for storing a limit value of the number of speech times set inside the area and a history including the number of speech times applied to terminals making a speech inside the area; a determination means for discriminating the approval/disapproval of speech connection to a call on the basis of the limit value and the history on the occurrence of the call from the inside of the area; and a communication means for informing an exchange in the area about a determination result.
