PPROBLEM TO BE SOLVED: To provide a congestion path classification method or the like which, in order to detect congestion caused in a short period of time due to packet delay, classifies paths experiencing such congestion in common on the basis of the packet delay. PSOLUTION: The congestion path classification method includes the steps of: receiving from a measurement terminal, measurement information on a sender terminal, a destination terminal, and a transmission time and a reception time included in packets received by a measurement terminal ; arranging measurement information whose sender terminal is shared with each other in the order of transmission times to extract two packets in which time intervals of adjacent transmission times are within a threshold time; arranging measurement information whose destination terminal is shared with each other in the order of the reception times to extract packets in pairs in which time intervals of adjacent reception times are within a threshold time; then specifying congestion paths on the basis of a packet delay calculated from a difference between the transmission time and the reception time as to a plurality of extracted packets; thereafter comparing routing information of each path; and specifying an interval which congestion paths share and through which non-congestion paths pass to be a congestion interval.
