PROBLEM TO BE SOLVED: To solve the problem of the conventional coding apparatus that coding efficiency of an interlace scanning image is degraded since inter-layer prediction cannot be performed in an upper layer image with the same phase as that of an interleaved frame when a reduced non-interlace scanning image is temporally interleaved and coded as a lower layer image.;SOLUTION: An upper layer coder 111 receives an input moving picture signal 101 and a local decoding image signal from a lower layer coder 113 as inputs, applies field interpolation to the local decoding image signal, codes the input moving picture signal 101, obtains an upper layer coding sequence and transmits the upper layer coding sequence to a multiplexer 105. An image interleave unit 112 receives a non-interlace image signal from an image reducing unit 103, temporally interleaves the non-interlace image signal to obtain an interleaved non-interlace image signal, and a lower layer coder 113 codes the interleaved non-interlace image signal to generate a lower layer coding sequence and the local decoding image signal.;COPYRIGHT: (C)2007,JPO&INPIT
