PROBLEM TO BE SOLVED: To provide an emission distribution program and an emission distribution device that can assign the emission of vehicle emissions to consignors even when cargoes of a plurality of consignors are loaded mixedly.;SOLUTION: When a cargo of a consignor x is loaded at a point a, a cargo of a consignor y is loaded at a point c, and a section 3 is passed with the cargo of the consignor x and the cargo of the consignor y loaded, the cargo of the consignor x is unloaded at a point b, carbon dioxide and the like emitted during traveling the section 3 cannot be assigned to either consignor.
